On 9 March 2006, the Institution of Engineers, Malaysia (IEM) organized a technical site visit to the Stormwater Management and Road Tunnel (SMART) project at Sungai Besi, Kuala Lumpur.
At the time, SMART was in its final year of construction. The 9.7km tunnel, a joint venture between MMC and Gamuda Berhad, is the world’s first dual-purpose tunnel – serving as both a flood diversion channel for the Klang River and a 3km double-deck motorway linking Sg. Besi to the city centre. The project cost RM1.93 billion and was constructed using two Herrenknecht TBMs through KL’s challenging karstic limestone.
Construction started in November 2003, with the southern breakthrough completed in April 2006, just weeks after this visit. The tunnel officially opened to traffic on 14 May 2007.

Kg Pandan Tunnel, at the northern end at Kampung Pandan, the tunnel was still in fit-out stage during our visit, with the upper motorway deck and flood control systems visible.
